The Black Hand

The Black Hand is a mysterious organization backed by the republics federal government. None of its field agents are known and if their cover is blown they end up as a clerical agent and part of the administration.
Many changeling citizens of the republic are known to have had promising carriers in The Black Hand, and has been a refuge for them as society is generally untrusting and spiteful towards them.
