Proudon has a proud seafaring culture and has the largest naval force in the World.  Due to its libertarian ideals this is almost entirely composed of privateers with a letter of marque.  The major cities of the island have joined in a confederacy for military power and its leaders are those of the larger guilds within Proudon.  Some of the cities allow for safe harbor of pirates due to the economic advantage brought creating a sense of unease to other nations on the sea when they see a Proudonian ship, this is because some ships granted letters of marque by the [[Proudonian Confederation]] may also be pirate vessels.
